Malachi 3:10 is God's direct command to Israel to bring the full tenth of their produce to the temple storehouse, with a conditional promise of overflowing blessing if they obey — and it has never been explicitly revoked by any same-or-higher-tier text.

The verse is God's own words (the highest authority level), using a clear imperative in Hebrew ("bring!"), and no Tier 1 or Tier 2 text ever explicitly cancels it. Jesus himself affirms tithing in Matthew 23:23.
