Joshua 18: The tent at Shiloh, the survey of the land, and Benjamin's lot

What happens?
All Israel gathers at Shiloh and sets up the Tent of Meeting there. Seven tribes still have no land, so Joshua asks how long they will hold back, and sends three men from each tribe to walk through the land and write it down in seven portions. Joshua casts lots for them at Shiloh before Yahweh, and the lot comes up for Benjamin, between Judah and Joseph, with its borders and its towns, Jerusalem among them.
Who is speaking?
The narrator tells the story. Joshua speaks to the children of Israel in verses 3 to 7, and to the men who go to survey the land in verse 8. No verse is in gold. God's own words are printed in gold, and those verses are marked God speaks
1The whole congregation of the children of Israel assembled themselves together at Shiloh, and set up the Tent of Meeting there. The land was subdued before them.
In plain English: The whole congregation of the children of Israel gathered at Shiloh and set up the Tent of Meeting there. The land had been brought under their control (this Bible: subdued) before them.
Good to know: Here the Tent of Meeting is set up at Shiloh, and the rest of the land is divided there by lot (verses 8 to 10, and ). Later books still speak of it: tells of a man who went up "from year to year to worship and to sacrifice" in Shiloh, and in Yahweh speaks of "my place which was in Shiloh, where I caused my name to dwell at the first".
The Hebrew word: "Subdued" is kabash, which the dictionary gives as "to tread down", "to conquer, subjugate". It is the word for "subdue" in : "fill the earth, and subdue it".
How it is translated: This Bible says "subdue" or a longer form in 6 of the 13 verses that use kabash.
